Mount Donna Buang is probably the closest mountain that has snow in winter around Melbourne. It has sufficient snow for tobogganing a few times a year if lucky. As to snow, it needs sub-zero temperature and water. As the mountain is not high enough, it gets to sub-zero only once a while. At the same time, we need rain/water so it can snow.
